Practical SARS customs compliance training covering RLA registration, RCG cargo reporting, tariff classification, customs valuation and clearance declarations, so your team can operate compliantly and avoid penalties.
About this course
With the Customs Control Act and Customs Duty Act, accountability sits firmly with your organisation as the principal, not your clearing and forwarding agent. That makes you directly responsible for customs clearances, penalties and enforcement and in-house customs knowledge.
The workshop covers RLA (Registration, Licensing and Accreditation) onboarding on SARS’s self-service system, mandatory electronic cargo reporting under RCG (Reporting of Conveyances and Goods), SARS relationship management via eFiling and the first step towards Authorised Economic Operator (AEO) accreditation. It also prepares delegates for the Customs Sufficient Knowledge (CSK) test required for SARS re-registration.
Course modules
- Module 1: Customs legislation — the current Customs and Excise Act 91 of 1964
- Module 2: Customs Procedure Category Codes — obtaining and applying the 13 procedure category codes and the CPC matrix
- Module 3: HS code classification and tariffs — the Harmonized System, general rules, the tariff book, the classification process and rebates and refunds for exporters
- Module 4: Customs valuation — currency conversion, GATT, adjustments, costs and charges, valuation codes and calculating transaction and customs value
- Module 5: Trade agreements and rules of origin — using the AGOA, EFTA, MERCOSUR, EU and SADC agreements for imports and exports
- Module 6: Customs clearance declarations — SAD500, SAD501, SAD502, SAD503, SAD505 and SAD507, vouchers of correction (SAD504 and SAD554), DA306, DA306A, postal waybills and DA70
- Module 7: Reporting of Conveyances and Goods (RCG) — who reports what and when, reporting types, timeframes, penalties and NOIs
